Proposed Construction Management Plan for Windmill Lane + Eastfield sites

 

The Parish Council and residents have previously raised concerns about the potential disruption during the construction of new homes on the Windmill Lane and Eastfield sites.

Planning permissions previously granted by East Devon District Council on the two sites include conditions that require the applicant to submit a Construction Management Plan (CMP) to be signed off before work begins.  The CMP provides outline details of how the construction phase will be organised, scheduled and managed.

You now have the opportunity to view and comment on the proposed Construction Management Plan (CMP) submitted by Strongvox.  The CMP is published on the planning section of the East Devon District Council website www.eastdevon.gov.uk:

The application explains Strongvox plan to develop the Windmill Lane/Eastfield sites in a single phase.   If approved, the proposed CMP (26/1677/DOC) replaces the previously approved CMP for the Windmill Lane site.

 

As the Local Planning Authority, East Devon District Council are the decision makers.  If you wish to comment, please submit your comments to East Devon District Council by Wednesday 30th September 2026:

 

For information, the application states:

  • Timetable: Current projected timetable of works: Commencement – October 2026 Ground Works – Including below ground infrastructure - Late October 2026 – April 2027 Construction Works - including dwellings, laying out of internal streets, POS and BNG Planting – April 2027 to March 2028. Completion of Works – April 2028

  • Daily construction hours are mandated by Condition 3 of Planning Permission 23/1143/MFUL (Windmill Lane) and Condition 11 of 23/0727/MOUT(Land north of Eastfield) and are as follows: 8am to 6pm Monday to Friday and 8am to 1pm on Saturday.
